How i approach studying is that i first read some of it after that evaluate the information i just read, then after sometimes when i feel like I read enough material, not too much, not too little i would write it down is like a question form and answer it honestly finally look of im right. I would also like highlight my questions reading it while highlighting it and answering it again in my head.

I concur otherwise. Re-reading your notes is extremely effective if you've a good understanding of a particular topic. When you actually re-read notes, you notice the information gaps in your notes. That way, you can make the notes better, improve upon them. That's how anything starts. Everything starts from what you've learnt previously and improving upon it through your experience.

If you're actively reading your notes and making improvements/changes and fixing gaps then this is great. The key is though that you're not simply just reading them - you're actively doing something with them :)

If you mean "reading" as "pretending you're actually reading", then yes, it's ineffective. But this is not the real meaning of "reading". Reading implies being focused and understanding, so it is effective.
