I would recommend leveling the 2 first on her. You can carry 1 in your pocket and then cast the other in your hand. It is definitely worse for clearing, but she can still manage, and the 2 has a lower cooldown. She is a fun god because she is directly buffed or nerfed based on how good stacking items are at the time.

Agreed, I always level the 2 first. I'll use the ability first, so it goes on cooldown, and then use the one I have saved away. You can get like three of them out in just a few seconds.
