Maneuverability is also one of the reasons for small wheels. A wheel with smaller radius need little handle bar input to turn than a larger wheel. The larger the wheel, the more it resists direction change. Also the turn radius(especially U-turn) is tighter for a small wheel. But some of the places where small wheels will fail is bad road and long sweeping high speed turns. A larger wheel can go over obstacles with ease comparatively. In long sweeping corners, the smaller the wheel the more it has to lean to go through the corner and the lean angle is affected by lot of other factors and is not unlimited. try riding a xpule and vespa back to back and will notice the difference.

Old model TVS 50 had big wheel and centrifugal clutch 50 cc only The schooter type floor ( foot rest) is too low so engine not to place between legs That's why design of wheels smaller
