A lot of towns in Illinois do this - police departments have unwritten ticket quotas. Writing tickets for improperly parked for a vehicle’s bumper being 3-4 inches over the sidewalk in a residential driveway at 3 am. Writing speeding tickets for vehicles going 3-5 mph over the speed limit in areas with low crime and very few traffic incidents. Yet the police themselves abuse almost every traffic law in existence, including stop signs and traffic lights. Then there’s the using private property without permission to run speed traps and spot for dui checkpoints.

Why do cities NOT KNOW or believe they are nothing more than revenue agents? They’ve taken decades to perfect this tactic. I worked for a city that the police department officers were told to issue tickets off the small stretch of highway that came through the town limits. This was done by the town council and mayor. If you didn't write 200 tickets a month you got put on night shift. It was almost half the town budget.

I've got five 'school zone violations' from South Fulton sitting right here on my desk. One of them shows me standing outside of my vehicle while I am in the process of changing the tire of another vehicle in front of mine. No other vehicle is visible. The fine says I was doing 47mph in a 25mph zone. They refuse to dismiss it so I refuse to pay it (and the others). GA has a problem and the only solution is for the citizens to refuse to acknowledge the legitimacy of those actions.
