When I start the app, it always shows the milky way band, no matter what time of the year, is it really there or it's just a decorative prop?

It's always there, just that we see a different part of it depending on where we are in our orbit.

The Stallarium is supposed to represent the night-sky as it is but I have noticed that the Milky Way’s intensity also vary over years. I live in the Southern Hemisphere, from 2021, and it might have stated sooner, to now the Milky Way is hardly visible. But I am told it is not possible. Can someone verify if the Milky Way’s intensity vary over long periods and what is the cycle period for intensity changes, if any.

Any intensity variation would be the result of an earthly phenomenon, possibly light pollution
