It's not that they care more, it's more of a case of regulation and liability. So they HAVE to make them like this. There is no other legal option. If they did make it cheap and there was injury because of it and its found they aren't following the law then they open themselves up to massive losses. The reason for this is to maximize safety for the driver. This applies to the windows of the vehicle too: they have weak points so if your underwater or the door for the car is blocked you can destroy the window for an easy escape.
