using Bootstrap and tailwind are totally 2 different approaches. in bootstrap you'll use predefined classes but in tailwind you'll use utility based classes. its a way of writing css. and its easier to make custom designs in tailwind. all bootstrap components/websites looks very similar because its hard to override those styles. but in my work i faced projects which use both. so i would recommend to learn both. for my personal project by default i use tailwind. but for work it depends.
