UK skydiving is so over regulated... You may not pack as a licensed skydiver? I skydived a lot in Belgium an Germany and in most European countries and also took part in a blind packing contest: Everyone packs his chute blind - the fastest packer wins. A win has to be verified by jumping the packjob. :)

I believe I may pack my own chute but no one else’s. I wouldn’t say that’s over regulated as I don’t have any packing qualifications.
