Absolutely no more construction. Simple as that. There's not enough water for the people already there, let alone anymore that want to move in... Farmers will have to grow crops that demand less water, and stop growing crops in some areas altogether. Enact water-laws with massive penalties for offenders... and prosecute! And no more getting around these laws for huge corporations. Right now I can't think of all the things I've read about it, but the book _Cadillac Desert_ by *Marc Reisner* should be required reading in all schools in the US west. Especially California. It's not only immensely informative, but written in an entertaining way that makes it hard to put down.

This type of rain storm is not a blessing. It doesn’t soak into the ground because the ground is already too saturated. Therefore almost all of it all runs off and ends up in the ocean. None of it goes into ground water. And we are missing an ocean of ground water right now. So we need rain over the whole winter with breaks in between so it can dry out a little bit which allows more of the water to soak in more, instead of running off. Especially in cities where Like SanFrancisco where 99% of the earth is either covered by a house or office building.
