If you're the first person to click on the pokemon then it will be really high ( depending on your level) but with the wartotle over 100 people have already got it which is why you got a 20 cp one. Lol the first night was when I met mystic. I was in that mob trying to catch the aerodactyl (826 cp 1st try great ball) and I also got that lickitung which was way harder to catch for some reason. the pier is insane even just for regular catches. If you live in rural areas like me and you never find shit then the pier is an awesome place to go. You'll definitely run out of pokeballs though.
