I don’t think the grappler can be used at ANY speed. I tried to find a maximum speed on the internet but couldn’t. It is meant to stop high speed pursuits, but how high. It will also take years for law enforcement agencies to get the funding for these and then train officers in their use. I seems like most the agencies that have them are Arizona, where the inventor lives.

I was wondering what her end game plan was. It would have been funny if this went on longer and she eventually drove home, pulled into her driveway, and then tried to declare herself 'safe'. The other option I was thinking was maybe if she could get a good lead, she might turn off the main highway and try to use side streets to turn around and get back on the highway heading back out towards mainland.. because I really doubt she had a getaway boat lined up and waiting for her.

After initially agreeing to field sobriety tests, Epps refused, saying “God the father told her to stop,” according to her arrest form. In the United States, attempted murder is an inchoate crime. Unfortunately when it comes to city vs country police Arkansas doesn't have the amount of traffic so they can quick literally pit where ever as needed. Plus fhp and almost all other states police agency do not have the same rules and regulations for put maneuver. Fhp can only pit if they feel it starts to get dangerous which takes so long every time.

Every flee should be an automatic Felony & in severely dangerous situations like this & many others should come with other Severe charges. I wintered over in Marathon for several years ended 2016 w/ Hurricane damage to the area. So the boat got sold in Jax with no more trips south after that disaster.. I watched the whole chase as I kept a car in Marathon along with the boat so I traveled to Miami for the boat show every year along with numerous trips to Key West as visitors would always want to spend a day in Key West after fishing, swimming, kayaking etc....Over the years, we had MANY visitors to see if what we talked about was really that good, and it was.

A call ahead to the Sherifs office in Marathon could have closed down the north end of the 7-mile bridge. No where to go with that end of the bridge closed off and the traffic all backed up. Way too risky to allow the drive to get into Marathon diving like that.

I have had the pleasure of working with officers from the FHP on various Saudi charters and without question, the FHP is the premier law enforcement agency in the state of Flo-Ree-DUH. They're courteous, professional and quite helpful. I had three friends who were in that agency and they too were the best of the best. I was once stopped on the highway by a trooper that said I was speeding (as it turns out, I wasn't speeding at all) as I was driving a 1985 Cadillac limousine. I told the officer what was indicated on the speedometer that clearly wasn't the actual speed. The trooper suggested that we take the limo to a company he recommended to have it checked and if the speedometer was inaccurate, in court he'd dismiss the charges. We came to find out that the speedometer was FORTY PERCENT off, so when I went to court, I brought with me the documentation from the company the trooper recommended, showing that the speedometer was off at a high percentage and that trooper kept word telling the judge what he told me if it was found that the speedometer was off. That trooper in addition to being a gentleman, he was an HONEST gentleman who kept his word and I'm in debt to him and to the finest law enforcement agency bar none in Florida that he represented, the Florida Highway Patrol a great group of men and women who are not appreciated enough. Bravo to the FHP.

I remember police chases even back in the 1970's. Thing that I read changed, is that they no longer need to be after a felon, a DUI or reckless driver. Now, more reasons are permitted for a chase. Also, I checked the driver so I could get a photo image. She's a hefty one that came from South Carolina. Florida has over 22 million people, so even 1 cop fleeing dirt bag per 10,000 is over 2,200 police chases. There should be lots more videos coming.

IDK who's running the show in Troop E in the keys but that is ridiculous trooper started the 10-31 at the 39mm and nobody had spikes all the way past marathon?? Nuts especially with a marathon run going on. They should have shut it down and set spikes it's a miracle none of those pedestrian s were hit.... That wasn't worth it way to much risk to the public. I'm a huge supporter of the F.H.P. but they got really lucky on that one.

I was fearing for those runners too. But I think the speeds were too high for a PIT. She never let off the gas. How someone intoxicated could drive like that for so long before crashing is astounding. One of the most nerve wrenching pursuits I’ve seen here.

You don't PIT at that speed, that close to infrastructure (bridge or the large power poles), or that heavy of traffic. There was nowhere for the vehicle to spin out without causing major damage.

My sister lived in Key West in the mid-70's. Remember going over the old seven mile bridge. The old railroad bridges were so narrow, the big cars of the time could barely fit on them.

Then you have those that their time is more important than their lives, so they are not going to stop running no matter what. I agree, Florida need to pass strict mandatory sentencing for fleeing and eluding. This chase put so many lives in jeopardy. The driver of that SUV should be severely punished. Of course you know who would have got blamed if someone would have been killed.

There is no one size fits all for every problem. The vast majority of criminals never even consider the consequences of their actions. Especially if they are under 25. That means not matter how long a sentence is, it will not end high speed chases. Especially when someone has a Challenger Hellcat. They can out run most law enforcement vehicles. Even the Chargers. The only advantage law enforcement might have is better training, because I have seen the driver of the Challenger die because they can’t handle the speeds-he might not have died if he had had his seatbelt on, but he thought he was invincible. Anyone who buys a Challenger Hellcat (I think they go out of production this year or next.) has no intentions of pulling over and no threat of years in prison will stop them.

@@josephpacelli3691 I understand the desire to revoke driving privileges, but how can anyone comply with that who needs to get to and from work, drop off or pick up kids at school - possibly for something urgent, etc. when there is NO public transportation available? Because of those necessities, the compliance for revoked licenses is low. A lot of things like groceries can be delivered at extra cost. Sure there is Uber, but that means waiting for the ride and having no idea what kind of vehicle will be picking you up. If the commute to your job is long, how much will it cost? It is possible to put a device on the car with a breathalyzer that prevents the car from starting. Not being able to drive puts a burden on other people. If you are a single parent, that could be a serious problem. If there a school bus available, that will remove one basic need for driving, but there can still be emergencies where you have to pick the child up. If a kid vomits at school, they want them OUT. The purpose is public safety. A person who has gotten DUI tickets should obviously be stopped from driving some way when they are drunk. The rest of the time, they should be safe. Now, not every drunk driver drinks at night. There are numerous videos of people being completely plastered driving kids to school or at other times during the day. The number one thing that can be done is mandating them to attend some prevention programs. Sometimes this programs work and sometimes they don’t and there are different kinds of prevention programs depending on where someone lives. I was married to an alcoholic way back in the 1970s when none of this existed and the roads were MUCH more dangerous than they were before MADD started changing peoples attitude about drunk driving in the early 1980s. The MADD campaign cut drunk driving deaths in half! There was no way I could stop him from drunk driving if I wasn’t with him. He drove around with two cases of beer on ice in the bed of his pickup truck at all times. None of the fights made any difference. Or the letter he could read when he was sober. After about 4 years I decided to get a divorce because I was tired of having the possibility of him killing someone and/or himself hanging over my head. Somehow, he was still surprised when I told him I was getting a divorce.

Hey Scooper - Just curious, why do you think the PD didn't stop traffic in the northbound lane(s) towards the end of one of the longer bridges that has a center divider wall, so that all northbound citizen traffic would be stopped, effectively creating a road block? Easy to do and preventing a head-on or pedestrian crash.

I have noticed that police do not do road blocks anymore. This chase could have stopped easily by blocking just one bridge, the loss of a couple cars would be better than the running over pedestrians running along side the road.

So let just say IDK. However, at face value road blocks worked when Americans as a whole didn't want to die and take someone with them. These days it would seem to me that has changed. Especially in this case given her insanity plea. The Sargent in charge made the right choice to not give Courtney the opportunity to directly target cop cars blocking the road and the officers that would be there. Feral humans are the most dangerous creatures on this planet let's not forget that.

@@sco0per I can answer that question. Police roadblock is no longer allowed due to litigation by the registered owner’s insurance. If a speeding vehicle fails to stop and police vehicles lined up as a roadblock and that vehicle hits the roadblock, then it's the police department at fault for allowing the accident to happen. Police departments have to pay the driver their medical expenses if that person received a critical injury, plus a massive lawsuit to reap hundreds of thousands of dollars to be paid to the driver from the police department. In addition, it is unsafe for everyone because one of them, including the speeding driver, can be killed if police erect a roadblock. It is not worth the litigation. Plus, with the results of the roadblock, the court will easily dismiss the charges and allow the person to walk free. This will become moot so there is no need for a roadblock, which is why all police department institutes no roadblock policy to make sure everyone is safe and less liability on the police department.

Did they use spike strips at any point during this chase? With the narrow bridges connecting the keys, it should have been possible to block off traffic on one of the bridges ahead of him, then lay down some strips that he wouldn't have been able to avoid.

Florida Highway Patrol troopers arrested 41-year-old Courtney Epps, of Taylors, South Carolina, after chasing her speeding vehicle up U.S. 1, authorities said. According to her arrest report, she was first observed in a gray Chevy Suburban speeding while going north in the southbound lanes, ignoring troopers as they pursued her with their lights and sirens on. Troopers said they tracked Epps’ speed between 90 and 120 mph as she traveled across the Seven Mile Bridge and in Marathon, and that she maintained that speed regardless of oncoming traffic, instead moving to the southbound lanes when driving around northbound vehicles. There were two attempts made by deputies with the Monroe County Sheriff’s Office to stop Epps using spike strips. The second one, which was deployed at Mile Marker 71, was successful in spiking three tires, authorities said. According to troopers, Epps continued on anyway, still traveling at a high rate of speed, eventually approaching hundreds of runners on the northbound shoulder of U.S. 1 who were participating in a half marathon. The tires on Epps’ vehicle began falling off as she passed the runners, with two of the tires damaging two vehicles that were there to monitor the public, authorities said. The vehicle eventually crashed into a construction site at Mile Marker 80, and it was there that Epps was taken into custody. Epps had “extremely constricted pupils and did not respond to verbal or physical stimulation, only stared straight forward in silence,” according to her arrest report. While getting checked out at the hospital, troopers said Epps urinated on herself in the lobby while loudly singing gospel songs, and that she would alternate between sleeping, singing and talking to herself during treatment. After initially agreeing to field sobriety tests, Epps refused, saying “God the father told her to stop,” according to her arrest form. She was taken to the Plantation Key Jail without any further incidents. Epps faces several charges, including DUI and a felony charge for fleeing or eluding with disregard for safety of persons or property.
