KPD officers later found the vehicle at Summit Towers on Locust Street around 6:30 p.m. THP said Haynes was found in one of the apartments, and was taken into custody without incident by KPD officers. He is charged with felony evading, reckless driving, speeding and several other driving-related offenses, according to the THP report. There are active warrants for Haynes' arrest in Knox and Union counties, according to THP, as well as the state of Virginia for felony larceny. Haynes had a preliminary hearing on February 14 and his case was sent to grand jury. He is still in jail

How about life in jail, this could have ended really bad, like a head on collision when traveling in the wrong lane, that should be it for the trooper, stop the chase. I can see this criminal was so close to kill anybody on the road that even tho he needed to be stopped ASAP the pursuit should have been called off way before...I bet you a million dollars he would not been able to outrun a helicopter from the cops or from the news... public safety first. At least this cop had good sense, at the end... where I live the cops are nationally known for being violent, they even got forced by the Feds to hire a judge overseer for years, for millions of dollars, to try to change them... but they didn't change. If by “pedestrian” you mean “a lot of people living there”.. then you nailed it. In the last decade or so the traffic has become nauseating. It isn’t just rush hour anymore, it’s all day long Sunday to Saturday, sun up to sun down.. bumper to bumper. To give you an idea, since 2004 the population has gone from 474,000 to 771,000 in 2022.

I've gotten just over 42 mpg with mine. I love it, especially with these high gas prices. I chuckle inside everytime I see these huge trucks many are driving nowadays. Americans never learn that gas prices will always fluctuate. Always plan for high gas prices and the prices at the pump will never be overly painful.

High speed chases through highly populated areas are entertaining but put thousands of other drivers at risk. Police, once they've got the criminal's license plate, should let it go and let helicopters track the suspect. Even if no helicopters, the law will eventually find them.

"It was all over the place," Appleba said. "He was driving into oncoming traffic a couple times." Police arrested Haynes just before 6:30 p.m. after finding him inside the Summit Towers apartment complex on Locust Street near downtown Knoxville. Authorities arrest David J. Haynes Jr. at Summit Towers Appleba said the chase began in West Knoxville when he pulled over Haynes for not wearing a seat belt. Haynes, allegedly driving a 2001 Honda Civic, stopped the car on the shoulder of the Interstate 40 West on-ramp near West Town Way. When Appleba walked up to his window, Haynes sped away, Appleba said. "I got on westbound I-40, got off at Cedar Bluff (Road), went down Middlebrook Pike and ended up over at James White (Parkway)," Appleba said. Several Knox County sheriff's cruisers gave chase along with Appleba. A helicopter followed in the air. Haynes struck at least one vehicle on Middlebrook Pike, Appleba said, adding that to his knowledge, no one was injured. After about 20 minutes, authorities terminated the chase near Ed Shouse Drive because "it got dangerous," Appleba said. At times, speeds exceeded 100 mph, he said. Knoxville police later reported finding the Civic in the parking lot at Summit Towers. While officers were inspecting the banged-up car, a resident approached and told them where to find Haynes. Authorities went inside the apartment complex and emerged roughly 10 minutes later with Haynes in handcuffs. He was loaded into Appleba's vehicle. Haynes faces charges including felony evading arrest, reckless driving, driving with a revoked license, speeding, leaving the scene of a crash, improper passing, following too closely, possessing drug paraphernalia and "numerous more," according to a THP report. He had outstanding warrants out of Knox and Union counties, as well as out of Virginia on charges of felony larceny, according to the report. Authorities believe Haynes was driving with two female passengers, Appleba said. One, identified in the report as 40-year-old Amanda Lemon, was dropped off on Knott Road. Lemon was questioned and released by authorities. The other, unidentified passenger was at Summit Towers, Appleba said. Haynes has a lengthy criminal history in Knox County that dates back to 1993. High speed police chases and chases of stollen vehicles are NEVER a good idea. Usually, 90% of the time they end with innocent motorists injured or killed and several innocent motorist's vehicles damaged or totally destroyed. Letting the offender get away costs nothing. The pursuit causing a disastrous accident is the worst outcome possible. The loss or an officer's life is worth far more than any stolen vehicle. The medical care costs and disability costs of any injured office is worth far more than the value of any stolen vehicle is.

We need a new law that adds one year in prison for every mile the suspect runs from the police. This sentence should run consecutively, not concurrently with any other charges he/she is found guilty of. If the suspect steals a car & then runs 20 miles while being chased by the police, he should be sentenced for the theft (5 years) & then sentenced to another 20 years for endangering innocent lives. We are sick & tired of criminals thinking that they are above the law !!! Bring back common sense Justice !!!

Yep, let's just not do what the laws and protocols says and do what you say instead. It's frustrating to watch, especially when he almost slams into the car at the end but the officers still need to do what they are told. Also, not all officers are trained to do a PIT and in some states they have to have a certain person give the go ahead. So it's not as simple as just running people off the road

Will never understand why people think they can get away. If anything your increasing the chance when you do get caught the cops will be more likely to shoot you cause of the adrenaline from the chase. Not cause they want to shoot you. But cause when your full of adrenaline you make split second decision faster and with less thought.

I’ve probably watched 1000 of these chases, 800 or so in LA….It still baffles me WHY many Law Enforcement agencies do not end these chases when there are multiple opportunities to box the perp in ….block them from continuing……and/or doing whatever it takes to STOP these thugs. Every second these chases continue IT places innocent citizens at risk…. WHY?

They had his tag. The officer ran it when he stopped him. No need for the pursuit and the officer knew that. It should have been discontinued long before it was. A miracle no one was hurt or killed. Those speeds were insane. A head on collision on one of those wrong way wild rides could have ended several lives - and for what? It’s almost always the innocents who are hurt or killed. I think pursuits should be outlawed except in extremely rare circumstances.

I am all about law and order but why don’t the higher ups in department have Wi-Fi cameras in car so they can look at chase and realize there are too many innocent civilians being put in risk of death. Unless the guy being chased is suspect in a murder or a life and death situation, there’s no reason to put people at risk.

Ok, so let me get this right, he pulled the guy over initially for FAILURE TO WEAR A SEATBELT and then chases this guy around the city for over 21 minutes in which every second was a hair’s width away from killing either innocent citizens, the suspect himself or the officers involved in the pursuit of a capital felony seatbelt violator! WOW! Ego over public safety, there’s no shortage of that here.

Wow!...thanks for the 'high speed' tour of Knoxville. Our son lives there at the moment (he works for the TSA) and we have been wanting to visit but, no need now! Seen it from west to east! Gotta say though, I was REALLY wishing to see the buggar either wreck out or Pitted. Do have a question though, was that the 'bird' the driver was waving out the window back at the cop? Couldn't really tell. And YES, that Constable On Patrol did a fantastic job of chasing that vehicle and STILL maintaining an impressive level of safety...kudos to the officer.

If lawmakers are watching this. There should be a law that tacks on an extra year for each minute a chase goes on. A lot of these criminals are wanting to put up a good chase because it brings more glory with other inmates. Adding extra time for each minute a felon fleas in AN ACTIVE chase would cause many to not run like these criminals did.

Kenny W - I agree this pursuit was ridiculous. If no one was chasing him, he wouldn’t drive that way. Statistics show that drivers return to normal speeds within 90 seconds after pursuits are called off. And they knew who he was. They ran his tag when they stopped him (for a minor driving infraction). I’m sure it ended abruptly because they didn’t want us to know he actually got away, after endangering hundreds of innocent people, and was quietly taken into custody in his own home. This pursuit was wholly unnecessary.

This video shows good control by the troopers and safe pursuit of a high speed driver. Chases are called off due to everyone's safety. This person was found and arrested at their residence an hour and a half later.
