Depending on what the person was did, they either will or will not engage in a chase since it can lead to accidents. Sure you will chase a person but they can always end up killing others along the pursuit path. In this case that didn't seem to be the case and she dropped the car after being boxed in my traffic. In some cases it's best not to pursue and in others it is. It really depends on the situation.

What it sounds like that she ran in there, is not her home, she may have tried to barge in or break in to someones home. From hearing from the helicopter, he said she is needed for medical, which sounds like if she barged in to someones home, someone decked her in the face, possibly, kicking her ass. It wasnt said but if she was just driving and then suddenly need medical attention, that means she got her ass whooped. Saying that she is now in custody, someone kicked her ass for trying to break in their apartment, hence saying she was on the 2nd floor. If it were her home, she would have been lucky. They would need to issue an arrest warrant but that would take weeks or even months to make. Proves how slow the police are but if she were to live there, she would eventually get arrested as the time goes on for it.
