I would actually say the Imperials are one of the best hybrid races for Warrior/Mage. They have the "warrior race" passive of reduced stamina for power attacks, but also sport 100 magicka, meaning unlike the Redguard, their starting bonuses aren't wasted.

It bothers me how weak Bretons feel compared to everyone else. High elves make far better magic users (high elves can do everything a breton can do and better) and Imperials make far better hybrids (imperials have better overall stats, power attack reduction instead of increase, augmented destruction, and their selling ability far surpasses the speech Stat boost of the bretons). There's nothing that bretons really feel good for other than conjuring from a distance and never dying with long range magic defense which would be directed at the conjuration anyways. It'd be much better if they either had a little bit better all around stats than the high elves, if they didn't have the power attack penalty, or if they had a bit more carry weight to emphasize their staying back and letting others handle things. Their only cool thing is they have ok defensive abilities.

Bretons general lackluster abilities are made up for by the fact that they begin the game with innate magic resistance, something which is incredibly valuable in the late game. They aren't as inherently good at casting as Altmer are, but they also don't share their weaknesses. They are a decent race for players who want to play a caster without the heavy drawbacks of the Altmer. They are good for new players in particular who would otherwise struggle with endgame magic using enemies.

In Wildlander, all of your skills begin at 0 unless they're related to your background or race. I don't know about any other modpacks because I only play Wildlander these days.

Is it possible to swap a races bonusses and looks. I want to play an argonian with high elf attributes. Is the console needed for this or does the modpack allow for such choices?

You can try swapping them on your own in xEdit, but Wildlander does not offer such options by default.

Sadly I want to use a lot of other mods like legacy of the dragonborn that won't be compatible with this. I will have to build a custom modlist that is similar.

Do you believe Altmer is a better option for conjuration?

Altmer start with a lower Conjuration skill, but I believe their passives easily make up for it.

Nord is better defensively, while the Orc is better offensively. Nord's resistances to Frost and Shock are so much more critical in requiem/wildlander as opposed to ordinary Skyrim. Mages with frost magic are the ban of every warriors existence and being able to shrug it off easier is a major incentive. Nord's having tongue's trance is also slept on for how strong it is. Pop Tongue's Trance, use Slow Time Shout, use Marked for Death, and use the remaining slow time duration to beat a Dragon Priest into the dirt before the effect wears off. Seriously you can be downing Dragon Priests at level 15-20 with a decent build with this wombo combo. Conversely, Orc's berserker rage is the best racial in the game, hands down, and is pretty much an "I win" button against most enemies once a day. I also wouldn't sleep on Imperials. The Imperial Discipline Perk is huge in the early game when stamina is a big deal, and voice of the emperor is great for getting gold early to get your build going. I would honestly recommend the following. Nord if you're going defensive/shout focused. Imperial for newer warriors and if you have any aspiration of building any magic into the build (Imperials have way better starting magicka and bonuses in destruction and restoration) Orcs if you're going straight bulldozer and don't mind spending more of your enchants going defensive to compensate.
