I guess its because Ghosu Bird Sanctuary is a community intitiative. It comes under Community Conserved Area, and not official Government-owned sanctuary.

No doubt Singphan Sanctuary is one of the most beautiful destination in the state... But why is the officials allowing all the illegal Coal Mining happening inside the forest. No doubt vehicles filled with Coal are passing through you gate everyday but your officials remain silent... Truth might hurt but thats the reality.
