Recycling , as well as the fact these are trained professionals doing this for a living or supplementary to other professional interest's, self defence, martial arts instructors, given Chuck Norris's background, I'd suggest this is the best way of retaining a reliable, and rotating supply of regular Bad guys/ henchmen.
