Venezuelan oil is a heavy sour sludge. Even if they're offering Caribbean islands a discount, I don't get how these small countries can refine it. I've heard Cuba doesn't have the capability.

That "cheap oil" to 17 Caribbean nations under a program named "Petrocaribe" have been stopped since 2019 in part due to the sanctions imposed to Venezuela by the United States.

The Geneva Agreement clearly states that if the two parties cannot come to an agreement the matter will then be referred to the secretary general of the UN who will select an appropriate mean of resolving the issue. I guess they didn't teach that part in Venezuela school. For 57 years bilateral talks have failed. Neither party is willing to compromise so the secretary general of the UN referred the matter to the ICJ and Venezuela knows well in advance that there argument makes no sense

It is clear that President Maduro is currently taking political advantage of this claim. But certainly the vast majority of the Venezuelan people think that that territory belongs to them. Periodically this claim comes to light, especially now that Guyana has decided to exploit a territory that is in dispute with its neighboring country, which is certainly a provocation and is certainly illegal. What the referendum says is not important. The Venezuelan population has always considered Essequibo as part of its territory.

Venezuela is not "taking territory from Guyana": that is territory taken from Venezuela by Great Britain and Venezuela apparently has the means to prove that this was actually the case.

Venezuela is not "the bully." The bully is Guyana when its only police in this controversy is to evade the negotiations decided under the Geneva agreement.

It is Venezuela who is the bully. This issue was settled in 1899 by the Arbitrary Award. For 60 plus years everyone accepted the decision and then on the eve of Guyana's independence, Venezuela raised the issue again claiming the the 1899 Arbitrary Award is fraudulent and that they were not going to recognise Guyana's independence nor the border. Venezuela even threatened invasion. To avoid conflict and to allow the independence of Guyana to go ahead unhindered, all parties decided to sign the Geneva Agreement. This Agreement was supposed to facilitate dialogue to discuss the controversy which had arisen due to Venezuela allegation that the 1899 Award was fraudulent. To date, Venezuela has not presented a single shred of evidence to support their argument that the content of the dead lawyer's letter is true. however Venezuela was able to used the Agreement to claim that the 1899 Arbitrary Award is null and void. Something which both great Britain and Guyana reject and still maintain is valid. For 57 plus years bilateral talks failed to resolve the issue as such, the secretary general of the united nations referred the matter to the ICJ. Venezuela is now arguing that the ICJ has no jurisdiction however the Geneva Agreement clearly stated that if there is a stalemate then the secretary general will choose a means of resolving the issue. And he has!

Also, the Geneba Agreement says that.only Venezuela considers the 1899 Agreement as null and void. It also states in its 5th Article that the borders remain as they are ( as established in 1899). But, Venezuela is twisting the truth to say whatever is convenient for them. This government is very cunning [that's how they have maintained themselves in power for almost 25 years..with lies and fraud.
