Try using 0000 superfine steel wool (that specific one) with the metallicut, its a detailers secret weapon 😉

Personally I find paint compound works well on exhaust tips. Do you guys find this works any better?

No. I tried Sonax Cut Max and it did nothing.

I see, for really stubborn build up like these tips, have you considered wet sanding? That should definitely remove the build up and then just work your way up through grits and then polish it out.
