Leading Russian economist Sergei Guriev says Western sanctions are working but warned that the billions Putin still gets will be used to kill Ukrainians. Guriev, who fled Moscow in 2013, says the price cap on Russian oil appears to be working, meaning less money for the Kremlin to buy military technology from third countries like India, China and Turkey. But while Russian technocrats are working to keep the economy afloat, “they help Putin to continue destroying Russia's future.” Asked about whether Putin has changed his long-term goals, Guriev, now a professor and provost at Sciences Po in Paris, says the president has always been corrupt: “He's not an empire builder - he's more of a palace builder.”

We would like to correct the record and state he was in fact a leading Russian economist, former head of the Moscow’s New Economic School and former chief economist at the EBRD (European Bank of Reconstruction and Development). As DW is funded as an (editorially independent) public broadcaster, they have the luxury to give people up to 30 minutes for interviews that can go to a certain level of detail. Pretty much like NPR. Unlike coporate media, where you have 3 minutes until the next ad break and all you want to get across is sensationalist headlines and opinion hosts talking to an audience that already agrees with them.

The US from my point of view is very flawed, but if the current state of Russia is as the interviewee described then it is an autocratic nation veiled as a democracy. That might be the case in the US as well. I do not try to make comparisons between countries.

There are (and were in 2014) only 4 percent of russians who thought that it's russian's who put down lives of 298 people from MH17. ... by that time there was already a huge mass of information from NL/JIT on investigation. Other 140mln inhabitants put blame on other "forces" - Ukrainie, USA, etc. And we're not talking about information epoch and times when they're were much less restrictions on internet in russia. So what you hope for simply does not have any ground. They write "donos" every day on each other. That's 404 country and people. Even scientists and young people do that massively.

You are an ambassador for Russian people to the world that Russian people are good people. You give the rest of us hope for reform and democracy for Russia. I hope that you have a bigger role to play in the future. I hope one day Russia becomes diplomatic and you become finance minister and help steer Russia to economic reform and the quality of life for Russians throughout the entire state are enriched by your wisdom and context. Russian equipment deployed to Ukraine are old equipment, no SAM 350, no SAM 400, no SAM 500. Soldiers rotation is just 3 months, only volunteers can be deployed again, recently captured drones are using toy grade electronics, missiles are using white boxes printed circuit boards! Most of the frontline soldiers are mercenary! If Russia wanted to finish the war fast, they can always bomb Kyiv and the Western military equipment import railways. Look at the map, Kyiv is encircled by Russia n Belarus, why Kyiv is so peace, only very occasionally being visited by Russian drones? Sometimes are wooden drones? Why they didn't bomb the railways that military equipment are shipping in? Both Russia and Iran (China's trading agent?) ..... Korea and some other warlords bought a lot of Western military equipment from Ukraine officers ! You can tell Russia is planned for this, it is to exhaust the West! Are they running out of money ? Look at how the rest of the world buying oil and gas from them. Even Sudi is also buying oil from Russia, then sold to Europe at a mark up! Russia is still selling to EU..... the high price guaranteed profits for everyone !

Great interview. Sergei's perspective was new to me. I haven't heard that explanation of how Putin became imperialist before. Most experts seem to indicate he'd always harbored imperialist ambitions. The idea that he mainly wanted to maintain his personal wealth (obtained through corruption), and needed a distraction (imperialism) as economic growth stagnanted seems more believable to me.

Sergey Guriev is a close ally of Navalny, whose whole narrative was about corruption as a key issue in Russia, so they keep using it even these days. It was a good political narrative because it diminishes you opponent, but became kind of irrelevant now

In fact, most of us are imperialists simply because we are an imperial nation. Just like the Americans, I see a lot in common between us. Confidence in our own exceptionalism and even messianism. Most nations find this difficult to understand. I think only Americans understand the difference between just life (not personal, but as a society) and life for the sake of realizing some idea or task. And for the sake of this idea, you are ready to give a lot. I just want to say that in our imperialism there is nothing unusual and deep hidden meanings, it’s just part of the culture for Russians it’s unthinkable to live outside the great mission. It’s sad that Putin put us on the path of destruction instead of the creative path. This is perhaps the easy path. But it’s not the right one You can conquer and dominate peacefully. How does China simply buy a foreign government and land, tanks are not needed for this.

Russia, despite having good quality educated scientists and a rich cultural history has never built a thriving economy for its people who remain largely impoverished .. Russia outside of energy deposits and selling arms is an impoverished country due to its corrupt leadership which unfortunately is part of its culture as well… Russia will undoubtedly fall, the question is, will the Russian people allow Putin to make the collapse worse than it has to be… Unfortunately it appears so.

If Russia is losing steam economically then why Ukrainian planning counter offensive? Just sit back and let Russia collapse. 2. The West had the perfect opportunity in the early 90s after the Soviet collapse. Russia and the rest of the former Soviet Union couldn't get enough of all things Western. But that promising attitude slowly soured when they noticed how the West was only there to loot their gigantic natural resources. They kept expanding NATO toward Russia despite Russian protests. They bombed Russia's closest ally Serbia in 1999 while Russia was too weak to do anything about it. They realized that the West only wanted a weak Russia and nothing else. After all, why would a global hegemon like the U.S want any potential rival to have a say in how things are run? The organizing and funding of countless coup and revolution attempts all around Russia's neighborhood (usually kicking out a leader Russia has a good relationship with and installing one that hates Russia), didn't help to thaw the slowly freezing relationship.

Guriev is one of the academically most literate economists i know. if you watch more of his interviews, some of them over an hour or two long - where he really gets a chance to shine intellectually - you can really grasp the whole scope of brain-drain of russia.

@David B I'll gladly kneel for a worthy man just like it's likely been for most of human history. We need great and worthy leaders - always has, always will. But these silly democrats (as in politicans manufactured by democracy)... Weak in body, weak in mind. Little to no original thought. A bunch of yes-men focusing most of their energy on how to get elected and re-elected. I can't look up to them. Therefore it's embarrasing to have them over us with titles like Prime Minister or Head of Government Agency x, y o z. And worse? They keep lying to us to get elected and re-elected. And the supposedly "independent" media keeps repeating their one-sided lies for months and years for their own benefits.

I don’t think it’s real. Rather, a shameful peace treaty awaits us. And then the arrival of a real empire builder and a burning wave of revanchism. As it was with Germany. A humiliating peace - reparations and then the arrival of a leader who promised to make Germany great again. I think in 2040 -2060 we are waiting for the arrival of such a leader, if not earlier

Great interview. Sergai is right on the money. Best interview since this war started and I fully support his choice to leave Russia. He is more useful to Russia on the outside. I only hope the Russian people could get his message. Russia without corruption and oppression and with freedom of expression would be a much better place for Russians to live.

It is sad to see citizens of free world becoming dumb and numb. While mostly never too good at emotions and loyalty, science and logic was its strength. Just 2 question to golden civilization. 1. If Russia is losing steam economically then why Ukrainian planning counter offensive? Just sit back and let Russia collapse. 2. If Ukraine with 100 billion dollar per year can defeat Russia then why spend a trillion dollar on NATO? Just give a little more to Ukraine and let it protect all its supporting nations

@@evabrunson8413 good question. but lets make analogy complete. before that person broke in, who is my neighbour, I used to slap his children (Russians in Donbass), broke the fence between our house (minsk agreement), started piling up guns and invited his arch enemy to my house (US and Crimea retake bill and Munich conference call for nukes) and ignore warnings ( Feb 2022). Now coming to present, that person doing vandalization is ready to stop but it is your call to make it fight to death along with all your children knowing for sure that your neighbour will never disappear but your distance lover would disappear one day. Knowing well enough you are his 5th of 6th love post world war 2. Your neigbour needs coexistence too. For that find equilibrium today. You will have to give up territory lost and be non threatening. If it is unpalatable and you will fight to last, it will go to last. If you decide to find equilibrium two years later you would have lost even more ...

@@LearnWithVikram7 DURING covid I decided that visiting Russia to see St Petersburg and Moscow when the world became normal was a must. Followed by connecting with my fathers family in Ukraine, as a child of WW Two he refused to do so. Hence, Russian aggression, rape of women young and old, along with the latest atrocity of beheading and behaving like ISIS clearly indicates what Russia snd its people are about. It is Putin who is threatening WW3, it is Russians that have attacked, they do not want peace, they want to destroy, from envy and desperation as PUTINS grasp on power weakens. He has destroyed an entire generation and the future of the country through sending first born to be slaughter with poor training and little protection gear. Ann those who could have left and will probably never return. We are witnessing the start of a lost generation. Whilst his henge men and women call for the use of nuclear missiles. Putin and his regime have to be destroyed to stop Crimea, Georgia or Chechnya ever happing again. If Putin wins, Poland, Latvia, SLOVENIA will be next.

At the end of February the Russian deficit was already 2.6T rubles. At the end of March, despite no improvement in income or expenditures, the deficit was reported as 2.4T rubles. Given the situation, a figure of over 4T rubles was expected. How did Russia do it? Russia reports that 2.2T rubles were acquired through a "special tax maneuver". Take Russian figures as you will.

Yeah, they just added ' future anticipated tax revenues' onto the current tax revenues. It is like saying you earned double in 2022 because you expect you will earn the same amount in 2023. The actual ' books ' dont matter, what matters is cashflow. They have about 90 billion in the bank and have a 30 billion deficit every month. By june they are out of cash.

2.6 Trillion Rubles at 85 Rubles to a Dollar is around 30-31 billion Dollars, its less then 2 % of Russian GDP. there is a reason you used Rubles, it makes the situation look a lot more worst then it is. Do you work for a EU/US 'agency' where such things are done everyday.

The fact of the matter is, nobody outside of a couple of people in Russia really know how good or -- more likely -- bad the Russian economy is faring. All statistics released are extremely obviously tampered with or have simply lost all meaning -- like the rate of the Ruble. A currency that isn't traded or can't be traded simply can't have a steady rate -- as long as we attach any meaning to 'rate'. The IMF is to be blamed, too, since they're in the habit of blindly accepting meaningless or unconvincing data given straight by the Russian government.
