Will Elon Musk face a $156 million fine for announcing purchase of Twitter stock too late?

Did Elon Musk gain an unfair $156 million advantage by filing a 13D too late with the SEC? We will explain what happened, and why this may get him into more hot water with the SEC.
You’ve likely heard that Elon Musk bought a big chunk of Twitter recently and this sent the stock shooting up. We’ll break that down, but perhaps less front and centre is the story that the required filing you have to make when acquiring such a large chunk of a public company was allegedly late. Is that a big deal? Well, the delay in filing would have allowed Musk to acquire more shares before the stock popped, potentially at a lower price than he would have paid had the news come out earlier. And it looks like this is what happened.
The stock jumped up when the news came out, and he may have ended up making more money, like over $156 million more, than if he had filed on time. Where does that number come from? The breakdown of how that number is calculated is in this video.

Also relevant, the SEC had just put out a framework for comment about shortening filing times to 5 days. Specifically to address the opportunity already afforded by a 10 day head start.

@@PreetBanerjee I might be wrong on this but based on your comment and SEC's "rule by enforcement" type attitude I wouldn't be surprised if 1- Elon gets sued 2- filing times remains as is

Thank You for clear and cocise reporting. I wonder when our populace as a whole will wake up to the corruption of Monopolies and how this is destructive to a free world and free economy? Hopefully this incident will open many eyes and ears to the take time to investigate these issues fully. The full fine to be imposed irregardless of ignorance or prior knowledge of this law and the need for disclosure would at the very least be an indicator of the reasons to be informed and aware of the laws regulating communications stock exchange’s with emphasis on the importance of being open honest and playing fairly in the Market Place of which we all are a part of.

Isn't this like, if takeover is made by group of ppl then it's rly ez to prove intentions (emails, statements, conversation transcripts etc). But when takeover is made by one person then that person can always be like "I changed my mind, kiss my ass", and then 13G "intentions" portion become impossible to prove?
