I would try reversing the fan polarity because that works on some fans and if it doesn't work, I'd try putting it on the inside of the radiator instead of the out side. I've dealt with fan clutches before and they're generally just a pain. If you can go electric, you should in my opinion.

Dude it's loud because the carburetor is idling way too high

Could be part of it, although it is super loud with just open long tube headers
