The President can force a Supreme Court interpretation (opinion) of the birthright citizenship and decide that it does mean that both parents that are citizens get full benefits and privileges while one or both parents not being citizens denying any sort of privilege to the child. There would be scenarios where a parent and child are deported together if brought into law.
