For the purpose of Emergency Alerting, which is in ATSC 3.0, would it be relevant to either mandate that this be available, or that competing service such as 5G Broadcast are available but ATSC 3 not be, that such unfair business be liable to a patent infringement court case?

ATSC 3 on mobile devices? 1) There already exist some generic receivers for android if not mistaken 2) More importantly who cares? We should focus on fixing ATSC 3 in general with all the issues with DRM,etc before jumping the gun to using it on mobile devices. Not that it matters because pretty much nobody is using ota antennas hooked up to their mobile to get regular atsc2 much less atsc 3. Few people are using antennas anymore this generation to get OTA channels on tv, extremely less are using them on their mobile devices, and even less are trying to get atsc3. This q feels like trolling clickbait. The amount of people who actually do that are so minute and minuscule.

Atsc 3.0 will fail strictly because of government not stopping companies from encrypting your channels it's not true over the air TV if it's encrypted and governments have failed to stop this I have a Sony TV capable of ats-c 3.0 but the problem is half the channels are encrypted well the 1.0 is not

Agreed, thing is though this a voluntary standard and can't really force anything in this case. So of course those that choose to adopt this want control on what they do with it which discourages adoption of this standard in the long run. ATSC 3 was pretty much set up to fail from day 1 as a result.
