The commander seems to have a lot of normal damage too so i think arch will be 2nd or 3rd best formation after circle...i only have arch but i think my arch is decent XD

I think your comparisons are fundamentally incorrect. You are comingling field, rally, and garrison as "tiers" of power creep and this needs to be viewed independantly. In addition, although Hera is very versatile and part of the garrison meta, he did not shift the meta. In the current meta, there's 2 types of garrisons. Gorgo-based garrisons and all the rest [trash] Following Gorgo, she's been the premier garrison since release but what's more interesting is that no new rally has proved to be an effective counter. I havent seen enough real world results of Scipio A vs Grogo, but Gorgo is still a beast.
