Problem is Infrastructure and skipping basic safety and environmental factors. Not provided enough drainage line and stormwater management. They build Skyscraper but did anyone asked if that building catches fire do they have Fire fighting system to control it ? I wondered even Hyderabad is not on a Coastal line but floods were massive how ? no one will question just giving relief in form of amount to some families will not solve this problem.
