Basically how the arrest warrant works is that if the Isreali PM ever travels to a country that is signed up as a member of the ICC, that country will be obligated as a member to arrest him on sight and transfer him directly to the ICC where he'll be put on trial for war crimes against Palestine (which happens to be a member of the ICC and why the arrest warrant is being issued). It effectively severely restricts his ability to travel and do business with any countries that are a member of the ICC.
