The one that killed the dinosaurs was around 10 000 meters or 10km in diameter. Apophis is 340m or 0.34 km in diameter. The world will be fine. In the worst case scenario if it hits land directly in a 90 degree angle, I guess, there will be nuclear winter for 5 years and most people will die of starvation and disease but there will be millions left at the end of it at least on one continent.

Way too many highly skilled and knowledgeable hobby astronomers looking at the skies and passing around information. I think it's highly unlikely that anything will be known by only a select few. Either word will get around, or there will one day be one that everyone missed. The way our government in the US at least loves it's secrecy ( sometimes I wonder if they love it just for it's own sake) it would not surprise me that they would not be the first source to publicize an incoming collision though.
