The Windows Admin Center works with servers back to 2012.

So when the Office in seattle sets up a new cache server on prem and attaches to the same sync group does it auto create the share? does it keep the same permissions?

Yes, it's seamless to the user and everything would be same path, same vnet

Depends on which capabilities you're referring to. Windows Admin Center will work on 2012 and newer.
