Idk how they did Windows 11, but there is a version of Windows 10 that's modded to do the same.

I use a few things. RetroBar, Open-Shell, and WindowBlinds 11. For the sounds I manually replaced them, the desktop wallpaper I just found online, and the screensaver is just an image slide show of the windows XP logo in 5 different spots.
