Because there is no more infidel power in the region to point fingers at and use as a whipping post for their own failures. The analogy I would use is the Afghan state/security forces was like one of those inflatable balloon guys you see at car dealerships in the USA. Cut the power, the blower shuts down and the balloon guy instantly deflates. That was the signal sent when we decided to end our involvement in Afghanistan.

Pakistan has such a beautiful landscape and past history. Just by preserving their past and rejuvenating many historical sites and hindu temples they could have opened the door for tourists and that alone would have fetched the money they needed to run the country. Now if the govt raises taxes, it burdens the corporations and small businesses even more thereby leaving less money for investing to improve productivity and hiring resources to increase sales of products and services. Over taxation has never worked in history. Instead the govt has to adopt policies to provide subsidies and encourage productivity. If a dollar is spent by corporations and small businesses produce 1.5 dollars worth of products and services, it improves the GDP, provides more tax revenue (via increased sales) and the general population can be lifted out of hardship. With improved productivity, exports can improve and increase the GDP further. Imran is playing with fire if he increases taxes on an already overburdened economy which can eventually destabilize the entire country.

Also off record loans of pakistan are not even considered. US has the highest external debt than any other country but the thing that they can easily repay is important.
