Herc was the worst cop in every way. He should never have made sergeant. He ruined Randy’s life due to his incompetence

His date of entry is April 5th, 1994... which would make his 13 years around the 2007 mark. thats what he and bunk are talking about at the :45 second mark... easy fact to miss.
