Although it was black magic, she still had a moral principle keeping it from being evil. The ethic rationale was that the spell would cause no harm IF the politicians did not do anything evil with legislation for the governance of the country. Casting the spell at the government building giving them CLEAR WARNING that continuing evil ways will only cause you problems once the spell is cast , then cast it, gave them plenty of opportunity to avoid the negative consequences.
