WK Clifford - Ethics of Belief, pt 3 - Clifford's Dictum

Clifford raises a concern about belief formation. He describes that it is wrong, always, to believe when your evidence doesn't back it up sufficiently. Is this a moral error? What would be the morally right thing to do? Gather more evidence, remain uncommitted even if your evidence leans one way or another?
