The city had no other way of knowing about the change in ownership? I bet of they were coming for tax money they would have figured it out very quickly.

The material is still there. He should sue for the city to reconstruct the house peice by peice.

This is how our local and federal government works anymore. “Let’s do what we want because we think we can. Let’s also steal every penny we can from the people.” He needs to sue the hell out of those people and make sure whoever handled this gets the consequences they need.
