The answer is in Khansaar only Vardha and Om(Rajamanar’s brother in law) has two Kadas one as a Sardar 3 votes and 1 As a Kapar 1 vote, if u see the movie when Om puts his kada on the voting machine, the count from 29 becomes 33 which counts as 4 votes.
