Yes there are humans. Although in arcs one and two they are referred to as scavengers. Scavengers are sort of like mice, run away whenever they see a dragon, squeaking at dragons to try and communicate with them. They really start getting important in arc 3, when one of the scavengers, (not saying who,) learns to speak Dragon.
