That is the rule in every level of the sport. It came about because (in particular) sprinters were purposely false starting to play mind games with their competitors. It used to be the first FS was charged to the field- with no consequence- but the men especially liked to use it to try and mess with opponents. The IAAF, USATF, NCAA and NFHS decided to put a stop to such rubbish. Now, you jump the start and you’re gone- as you should be.

That is the sound of the incoming runner yelling "STICK!", "HAND!", "GO!" or some other word to alert the out going runner to put their hand back, followed by subsequent words of encouragement. Womens voices are higher and are picked up by track side microphones. Mens voices are deeper and can't be heard.
