Hello! As a resident, you change to work permit holder when you are employed and you can apply for a long term residence when you stay in Malta continually for 5 years. (You need to study and pass 2-stage Maltese course though before applying for the long term residence). You are able to apply for citizenship after 4 years on a long term residence status
