Yes, you can apply from India. Try to look for jobs that say “visa sponsorship”. As you watched the video, Dutch is not mandatory.

The country you are residing in, is the best choice. As if you buy a car in different country, you need to get it transferred to your country of residence, which is a lot of paperwork plus additional taxes.
