Work method statement for hydrostatic pressure testing in chilled water system

Hi Sir. 1. Regarding the drain, is it necessary to drain at the vent pipe after the test or draining at the lowest point is also acceptable? 2. Who is providing the Operating pressure of the Pipe/System? Is it the Consultant mentioning it in IFC drawings or Specs? Or Contractor Designer? How do you calculate the Operating pressure of a System?
