The Heart of Wales Railway Fund ‘Minds the Gap’ for local communities
Community Rail
Supported by PAVO and Local organisations wishing to receive financial assistance from the Town Council during 2022/2023 should apply on the Council’s Grant Application Form.
Builth Wells Town Council has powers to award grants to local
organisations to support their activities in the community of Builth Wells. In
doing so, the Town Council is aware of its responsibility for public funds
and for the distribution of these funds to be properly managed.
Each year the Town Council allocates a specific amount of funds to be made
available as grants to local organisations. Twice yearly in January (Deadline
1
st December and June (Deadline 1
st May) applications are considered by
the Town Council.
Only one grant per calendar year will be accepted from any organisation.
A Grant is any payment made by the Council to be used by an organisation
for a specific purpose in the furtherance of the wellbeing of the local
community, either generally or for a specific purpose, and which is not directly
controlled or administered by the Council.
Builth Wells Town Council awards grants at its discretion to community
organisations which can demonstrate a clear need for financial support to
provide benefits to residents of Builth Wells by:
• Providing a service.
• Enhancing the quality of life.
• Improving the environment.
• Promoting Builth Wells in a positive way.
The application form includes guidelines about what supporting evidence the Council needs, and the criteria the Council will use to make its decisions.
All grant applications will be considered twice yearly. Once in June and once in January by full council.

Community rail is a grassroots movement in Britain that includes community rail partnerships and station adopter groups.
Working with local, regional, and national partners, community rail partnerships engage communities and promote social inclusion, community wellbeing, economic development, and sustainable travel.They also collaborate with train operators to improve and revitalise stations.
The Community Rail Network offers support and advice through their membership, connecting partnerships and groups and advocating for community rail with government, the rail industry, and the wider voluntary and community sector.

● Promoting sustainable, healthy and and accessible travel
● Bringing communities together, supporting diversity and inclusion
● Supporting social and economic development
The Partnership
The Heart of Wales Line Community Rail Partnership (CRP) is an accredited partnership. The accreditation system is administered by Community Rail Network and applies to those CRPs operating in England and Wales.
It is a formal recognition by the Department for Transport (DfT) and Welsh Government that a CRP operates to a high standard and with objectives and activities that are supported by the Government.
A steering group for the Heart of Wales Line CRP guides and oversees the partnership’s activities and business plan. The steering group is made up of a wide range of member organisations and individuals including Transport Operators, Local Government, Destination Management Organisations, Local Businesses and County Voluntary Councils.
Powys Association of Voluntary Organisations
Powys Association of Voluntary Organisations (PAVO) are the host organisation for the Heart of Wales Line Community Rail Partnership.
PAVO is the County Voluntary Council for Powys supporting the third sectors in the county. Their 4 areas of activity are:
1. Volunteering
2. Good Governance
3. Sustainable Funding
4. Engagement and Influencing
