If magic power is dependent on social status, you'll have a see-saw riding up an upward spiral. The more magic yopu have, the higher your social status; the higher your social status, the more magic you have. This creates a feedback loop in which social order becomes fluid and unpredicable, possibly even unmanagable and untennable. Rising and falling is not dependent on how much magic you or status you gain but on how much you gain in comparison to everybody else. It would be a highly competative, cut-throat and backstabbing culture of extreme-meritocratic fanatism.
