I don't know why Arthas even left some of his forces behind in quelthalas anyways, instead of using his entire force VS Dalaran or maybe they were attracted to the path later I don't know. But currently in the game story the surge has been defeated for a long long time and the last lich king was actually a good guy controlling the scourge to prevent them from going on a rampage with their leader(Arthas) dead. Recently Sylvanas actually tore the lich kings helm apart which means the scourge is now 100% over. However there are STILL zombies in the middle of quelthalas attacking people and there are crazed mana junkies too, even though sunwell has been restored and blood elves should no longer suffer from magic regression. They have to update quelthalas
