I believe the Stonehead chest is from the weekly party "the Ember Court" you need to get high amounts of joy from the event. But depending on the amount of "joy" you bring Stonehead in the event means you can get 3 different chests. Substantial is the highest.

You may be able to get them at the new player area in old town for alliance and the strong hold were the new mag har orc start for horde
