How did Tonga get in the world cup but not portugal..?

The Tongan senior side has more players developed in new zealand then in Tonga itself. This youth team contains either island trained players or lower level new zealand born players. Portugal also has a tougher path to the world cup in the european qualification system, whereas Tonga pretty much only have to beat one of Fiji and Samoa and they are in.
