I think because the PVP is dead, Saber decided it's not worth putting any resources into it.

they improve like.. more carry ammo or buff melee and etc.. and they respawn on the breaching-charge spot sometimes

bonuses.. including a unique boost to strikes, increased ammo capacity, and an additional equipment +slot so there are only 3 of them
