The expansion of NATO east ward was needed. The ex satellite states by virtue of Yalta agreement found themselves under the occupation of red army and governed by a communist regime. The collapse of Soviet Union put an end to communist dictatorship and left them broke. Seeking protection from NATO and help from EU was the only option available. Russia felt betrayed but it could not be trusted after 45 years of totalitarian regimes imposed upon them.
