Iraqi proper began issuing visa on arrival to 30+ countries on March 15, 2021. Visa on arrival in Baghdad cost me $77. I toured Baghdad and southern Iraq for 2 weeks (American Passport). Iraqi Kurdistan is technically Iraq, but it’s a safe, autonomous region. Visit Iraqi proper. Visit the central marshlands and the Shia militia controlled Samarra. Then you can say you have visited Iraq.
