We have in Mexico a similar tamarind spicy sauce. The difference is we don't have palm sugar and fish sauce. When it comes to the chilies, we toast them and then we use a spice grinder (chilies are the hardest ingredient to pound in a mortar and pestle)

I've made this many times however I have friends who dislike chilli heat so I tend to add some coconut milk.. It's great and yes changes the flavour but it's fantastic. Now I'm a Indian cook so to Indianise this leave out the fish sauce use Kashmiri chilli's and lots of them loads of garlic then a little Goan vinegar with the tamarind and some jaggery. It's funny this is equally as good yet so different and yup hotter. It's sweet and sour and hot with a Goan twang 🙂
