Long as the components arent running and fermly drys it off it should be ok but not my method of cleaning out the pc. But you arent wrong there are MUCH better ways of doing it.

It's fine as long as there is no electricity running through it. When he was cleaning the parts they had no power and probably hadn't been on in a long time so it's ok. The most important part is to wait for everything to dry off completely first before trying to plug it in, that's where the problem would come from.

Instead of destroying the cpu, you should have recycled things there, such as the case of fan coolers, hard drives, if they were good, and perhaps components, use them as spare parts, and the case to assemble another motherboard, everything is recyclable there.
